Why are people not opening new campgrounds/RV parks?

For a number of years RV sales have been red hot. But, at least within 400 miles of where I live I haven't seen a new campground or RV park open in probably 30 years. It seems to me like it could be...

Actually, if you want to make money you should build an RV storage lot. That's where most of those RVs are spending most of their time. Very few full-timers or part-timers relative to the number of RVs. Most are used just a few weeks a year.
