Why are people not opening new campgrounds/RV parks?

For a number of years RV sales have been red hot. But, at least within 400 miles of where I live I haven't seen a new campground or RV park open in probably 30 years. It seems to me like it could be...

Depends on where you are---I have seen several put in near the fracking fields in Ohio, Western PA, and WV. Very little regulation, surface ground cheap, and they stay full of oil field workers in RVs of all sorts.
