The changes to the reservation system were never fully implemented. The notorious scalper still uses his computer program to book dozens sites the second reservations open. (He brags about becoming a millionaire) To transfer the site to the buyer (he charges $70 to $120) per night he cancels his site around 3 am then immediately books it the name of the buyer. If Recreation.gov would actually hold canceled site reservations for a couple of days rather than making them immediately resolvable this could be stopped. Also the campground hosts frequently allow those with names different than on the reservation to go ahead and take the site anyway.
