I doubt the thermostat has anything to do with it, unless it's a heat pump, which I doubt. Standard thermostats generally only provide a signal to run the AC, or run heat. There are usually only four wires. No separate signal to run fan without compressor in the AC mode.
Good point above about sufficient power to start the compressor, both voltage and amperage. Could be a bad compressor. Or fuse in the AC unit. Or wiring. Or any number of things.
