I've done a LOT of building and remodel work, both inside and out. I also burn my own fire wood in the house as a source of heat in the winter. So I handle lot of wood. You do not want to use logs on the ground as a base for a deck and then build walls on top of that. It's a disaster waiting to happen.
I don't know how long you plan for this structure to stand, but one year from now, those logs, touching the ground, will begin to rot out. Year 2, and they'll be crumbled. Any structure above then will be subject to collapse.
Use treated lumber, decking material that is designed for outside exposure.
None of my fire wood touches the ground when stacked. I have treated lumber laying on the ground to make a skid. Any log that actually touches the ground, is pretty much worthless when I'm ready to burn it. Usually rotted out and bug infested. Ants will not eat treated lumber.
