X2, the 15a is the one I carry and it should work fine for you. Never seen a 20a dogbone.
I did do some looking and only found the Parkworld dogbone style one on Amazon (and elsewhere). A 20 amp plug will have a NEMA configuration that will only work in a 20 amp "T-slot" recept. Would only be good in a CG pedestal and not at home unless somebody installed a 20 amp recept. for that purpose.
I would agree a 15 amp adapter is probably just fine but why does OP want to be able to plug into 20 amps - a generator, more power to run an AC unit or? Having an 18" long, #14 or #12 dogbone wouldn't make a difference IMO because the cable would have a "free air" rating. Many portable household appliances that are rated at 1500 watts only have a 16 ga. cord for example, as does our 1875 watt hair dryer. A person probably could just lop the 15 amp plug off a dogbone and install a 20 amp plug and be just fine (but you didn't hear me say that).
