In your second drawing I'm not sure why you would want to switch between the ac unit and an outlet. You can just wire them in parallel. If you are worried about overloading the circuit, the pole breaker should trip...or you could install one in the line.

Sorry in the 2nd picture I'm actually referring to the 2nd Air conditioner. This way I can plug a extension cord from the 20amp on the pole to the 2nd A/C unit to free up some load on the 30amp service. Although per your suggestion I may hook up the 15k A/C to the 20 amp plug.
