I had the very problem the OP describes in my 1988 MH. I discovered a blockage in the 3/8" air vent hose. (It looked like a spider nest.) I removed it and never had another problem with filling the tank, even with the water running full bore. Air is much lighter and more fluid than water so you don't need as much diameter in the vent tube as you do in the fill tube. Just my 2 cents.
