I have a friend who is a wiz at removing small hail dents using a torch. He heats the metal around the ding (not the ding itself) with his torch and then steps away. As it cools the metal contracts and the ding is magically gone. The only bad part is you then need to polish the metal with a good rubbing compound to buff out the paint where the heat was.
This might be worth a try before you either cover the area up or plan to replace the siding. Just be careful not to heat it too much that you melt anything behind the metal. It usually just takes a few seconds of heat. I'm sure if you searched you could find a video on youtube.
