Personally, I think this is a great idea.
As far as the legality, I'd be surprised if any garage would ever even noticed it during an inspection but it certainly wouldn't be very hard to wire it up with a on / off switch (i.e. 'ON' means when you press the horn, you get horn+high beam, 'OFF' is just normal, press horn, get horn) and then you'd just have to switch it to OFF when doing inspection.
