I would say it would be very rare to get stuck in Customs for low dollar items like this -- way too much hassle for Customs to mess with. I have ordered dozens and dozens of items on eBay from China over the last few years and never had an issue. I don't know what the duty fee rate is (I'm guess around 10% of the value), but on low-dollar-value items, it would just not be administratively effective for them to collect the duty.
Shipping time can vary surprisingly. Occasionally I get stuff from China in a week. Two to three weeks is most common. A couple of times it took a month. One time the product never arrived, but the vendor was kind enough to send a replacement order at no cost to me (the eBay feedback system and buyer-protection measures makes them want to please the customer).
