I just had another look at it with a flashlight and my glasses. Can't see any brackets.
I've used my eyes, mirrors and a camera to try to find it.
You can see from the photo that I've wedged a screwdriver in the top. I moved it all the way across and ran a knife back and forth in the gap - there's no screws anywhere along the top.
I'm thinking of two possibilities: 1) forget about this valence, or 2) tear it out of there with a pry bar on the assumption I'll be able to repair / rebuild it, or 3) glue the fabric over the existing pleather. I'm leaning towards 1).
