I don’t think that diluted (once you start filling the tanks) will help. I see your only option as....heat tape and insulate the lines and the dump valves. And “Be Certain” that your dump valves “do not” leak by. Even just a few inches of solid ice between the dump valve and the end cap... can be a real pain! Been there - done that!
