not a good idea, it isn't made for filling cavities and you would have no controle of the expansion, even using a low expanding type like the ones for doors and windoes, the interior fiber board or what ever it is made out of, could end up very wavy and just look like crap. and to do it you would probably have to drill three holes in each stud face every 6" max all the way up the wall.
what I would try first is to close off the underside of the camper so wind can't blow under it. you could use straw bales, plywood, foam board and so on, or a combanation. the put a small heater under the camper and then go from there.
