No experience with your solar Panel - but I would expect / hope you see the full as in 100% or 250 watts of power from it under the right conditions.
Make sure you get the voltage sense line and temperature sensor connected from the controller to the battery bank as well as the computer configuration of the controller. I see way too many folks leave the setting after switching a few dip switches strongly suggest you take advantage of the great controller and use the computer interface.
As a point of reference my Kyocera panels with the MS TS MPPT 60 easily get me over 100% of their ratings this time of year. No the power does not all go to charging the battery bank instead it's used for external loads - 12Vdc compressed air system, Inverter, etc..
