I'd aim at 14.8 volts. You can fully charge with lower voltage--but it may take 168 hours.
Check the voltage after 24 hours 'at rest'.
What you can't do is equalize charge, or desulphate at lower voltages.
The rule of thumb is 1 bubble per second.
Do get a proper temperature compensated hydrometer
