Passport Bumper - Spot Welded? Strong Enough for Bike Rack?

I'm wanting to use a Swagman rv bumper adapter to attach a bike rack that can hold 3 bikes. The bumper adapter says it should only be used on continuous welded bumpers and not spot welded bumpers. Dum...

Spot welded is exactly that, its welded in spots. If the weld is in little splotches, or drops of weld ... spotty, its spot welded. Continuous welding would be one un ending string of weld from end to end of whatever the two pieces are thats welded together.
