Passport Bumper - Spot Welded? Strong Enough for Bike Rack?

I'm wanting to use a Swagman rv bumper adapter to attach a bike rack that can hold 3 bikes. The bumper adapter says it should only be used on continuous welded bumpers and not spot welded bumpers. Dum...

With spot welding you will see a series of small dimples where it looks as if the metal was melted whereas a welded bumper will have a bead that goes from the two pieces of metal and probably the full length where the two meet.
