The baffles essentially reduce the "chimney area" to concentrate it to the condensor coils. The top baffle is the most important because almost all frig installs need one because there is a space on top of the refer and the roof. Unless you close off that "dead space" with a baffle a-lined with the back of the frig extending from the top of the frig to and thru the roof you can have an "air pocket" of air that will basically prevent the natural convection of air from the lower vent opening up across the coils and out the roof vent. This top baffle is typically a flimsy board what is either not sealed well or has been knocked loose or even gone. This baffle and it's condition can only really be check either from the roof vent or by accessing the top of the frig from the inside by removing any filler panel over the top of the frig in the front.
On my last trailer I removed that access panel and stuffed a rectangular piece of foam on top of the refer and pushed it in till is was even with the back of the frig that effectively created a solid wall/baffle at the back top of the frig. This is sort of a two man job with one pushing the baffle in from the inside and one on the roof checking it's position thru the refer roof vent.
