Steel wool on plastic vent covers is not a good idea. The wax will give you a "warm fuzzy" that they are protected, but weather will wear the wax off and the plastic will oxidize faster because you cut into the surface. At this point if I were you I'd paint them.
So far the single best product I have found for cleaning the black spots off is Voom. Made for RVs and very little elbow grease is needed. I used to use a generic OxyClean mixture. That works great too but a bit more elbow grease is involved.
You also have to keep up with it. At least twice a year.
