Try hanging the hook on the pole from the opposite direction. worked on our truck camper.
Cut a strip of about 1/3rds of the foam off lengthwise then place the remaining 2/3rds of it over top of the hangers and tie a couple pieces of string, one at each end and one in the middle, around the foam & the bar.
It doesn't allow the hangers to rise up enough to jump clear of the bar.
