Which Doulton filter is it? If it is this one (as in photo), it has a flow rate of 1/2 GPM per Doulton's specs, which equates to about 16 sec. for 16 ounces. So there is nothing wrong with the filter or installation. 1/2 gpm is kinda slow but not all that bad for drinking water only. The only way to get faster water would be to change to a large filter. Douton makes excellent filters but it's a good idea to check specs beforehand. The flow rate will also depend on the setting of your regulator. I have our Watts set at 65 psi.
I installed a Doulton ceramic filter in a 10" whole house housing. Have 3 10" whole house filters under our kitchen sink - 5 micron sediment, 1 micron Doulton and a 0.2 micron "ultrafiltration" UF filter. Flow after the Doulton filter is good. The UF filter supplies an RO type faucet for drinking water only and it is slow but better than 1/2 gpm.
