If price is your primary concern when buying LEDs, then light output often is not specified. And it often ends up being disappointing. AND the number of active elements is NOT a good measure of total light output.
I have decided: 1) I will not buy any LEDs that don't show light output in the spec's (lumens and temp) and have settled on replacements that cost about $3 each. Any that I have tried cheaper than that have been inadequate.
