I hung curtains with a tension curtain rod just pushed up under the valance. I left them extra long so they lay a little on the top of the dresser stopping the cold air from coming out underneath. The one over the bed has nothing at the bottom, so the velcro sounds like a good idea for me on that window. Our bedroom windows are dual pane but seem colder with a draft that the others don't have. They look fine and frames seem tight. Don't know why.
Maybe it's just more noticeable by the bed.
