From my recent experience with my 12'8" (per the brochure) high FW and a 13'0" bridge, the measurement =should= be at the =lowest= point of the bridge. In my case, the walls of the bridge were vertical but the top was slightly arched. To be sure, we measured the walls an were > 13' with the tape sitting on at least an inch of gravel/sand at the edge of the road. Also, I've noticed that almost =all= bridges/overpasses on our freeways around AZ seem to have NO height signs now, so there must be some standard that says any span > X' does not require signage. I do plan on buying the Route 1 low clearance database for my Garmin, which I can also use on my phone and my tablet, before my next trip.
