Sounds like a boost leak to me!
Do you have any gauges on that rig for EGT and Boost. Even a bone stock 5.9 should do better than that at that weight.
There is one 7% grade on 101 north by Manzanita, OR where you are down to 25 to 30 at it's base due to a sharp curve, I can be doing an easy 50 within a 1/4 mile, and be pushing 55 shortly after. I do have a 5 speed and a DS Power Puck.
