Disagree. Evidently you haven't looked at GVWR, GCWR, RAWR & FAWR on 2013 and up 3500 SRW trucks. Heck, for a GVWR of only 12K,(your example), there ARE newer 2500's that can handle that weight. I towed a 12KGVW 5er with an 03' Chevy 2500, was fine. 12K is EASILY handled by the 3500 SRW trucks.
IF GVW is only in 14.5K range, still think it would push that model years limits, but those that have used similar combo's are thinking you're ok. I'd maybe see what you could get a 3500 SRW truck for...used, not that much difference in price.
