Putting E rated tires on a 7,000 lb. axle is just plain stupid. The axle rating is over 900 lbs. more than the 2 E rated tires. As far as I know E rated tires are only good for 3,042 lbs. each.
It's a common configuration among several major brands - Keystone, Heartland, Dutchman. It may not change your opinion, but I wouldn't call in incorrect use of tires to axle.
