You have 2 tanks that are linked together with a clear 3/4 tube. One of the tanks feeds the other through that tube to get your level above 1/2. Try and fill the tank(s) slowly to allow the large volume of water in the first tank to transfer into the second at a slower rate.
I'll try and post a pic later of the two tanks during the build process.
Shoot some air in the vent hole and it will burp the tank and then it should fill fine.
