Because it's a class two truck which by definition is limited to 10k lb GVWR for reasons unrelated to the truck itself. The big one is for commercial operators because if you go over 10k gross you get into all the DOT hoops. Registration fees and whatnot can also cost more.
Your rear axle weight rating is 500 lbs lower than a SRW 3500. In all reality that's the difference in capability per Ram, but because of the restriction based on truck class you end up with a lower payload rating. It's a bigger on-paper disparity on the Cummins trucks because they weigh so much more but still have that 10k gross ceiling.
This gets debated all the time on this site, and opinions can vary, but it's actually real simple stuff if you just use some of the aforementioned common sense.
