Is there a brand of hitch that is the accepted best hitch for the buck? I will need rails too, as the truck does not have the factory puck system installed.

Since I've been accused of being a "fanboy", I'll recommend the B&W Companion; either the model that attaches to their Turnover Ball GN hitch or the one that uses a universal rail attachment. I have the TO Ball/Companion, personally, and love both of them. My very flat-front Komfort will NOT hit my cab at full lock either way WHEN GOING FORWARD. ALL FWs will hit the cab at some point when backing up; a slider just gives you a bit more space before you WILL hit. Yes, some trucks have a tighter turning radius, so will hit going forward, so it's a bit of a gamble.
Also, with that near-100 gallon fuel capacity, you will severely limit the size FW you can carry if you insist on carrying full fuel. Carrying a few extra gallons likely won't hurt you too badly, but 700 lbs of fuel will =really= cramp you.
