One picture of handle/latch the hitch looks brand new
Other picture of jaws/head looks like a very old/abused hitch
The abused/rusted hitch has issues.....jaws are bent, don't fully close and needs to be disassembled/repaired if possible or replaced before next use.
I believe the OP has already posted that one picture is of the old hitch and the other (with the washers) is the new one that the dealer replaced it with.
