OEM's test their vehicles to the rated capacity.
I know someone on the Super Duty team. He said the tow ratings are set at what most people would feel comfortable towing. If they tested them right up to the limit, how many rigs would we see destroyed the first time they were 1 lb over the weight limit. The weight police would be out of a job on this site. No, I am not pushing for people to tow heavy, just remember it is not a limit where things will break right off or the old "it will void your warranty".
