The toy hauler in the news article looked like an older one. There were some pre-2010 triple axle toy haulers with 5/6-bolt, 5k axles. These older rigs had a similar GVWR to double axle TH's with 8-bolt, 7k axles currently being sold.
Bottom line, it's possible this driver could have been towing an older triple axle TH with a GVWR approx. 6-7k less than the typical triple axle TH with 8-bolt, 7k axles we see a lot on the road these days.
