Honestly don't know the answer. Will research.
Here is our State DMV comment on registering RV's and
Motor Homes...(perhaps the problem lies in considering an RV
a "Motor" Home/Passenger vehicle ???).
"Motor homes and RVs need to be registered and titled just like other passenger vehicles and they have to be inspected, too. The title fee for a motor home is $7, and the registration fee will follow the same guidelines as those for personal automobiles".
Maybe I just don't understand it. Still seems excessive.

Charles - ChooChooMan74ExplorerHere is the question? Do you guys with high registration fees also pay a property tax to the town for that vehicle. I pay like $20 a year in registration, but pay about $75 a year for property tax.

The Trip Permit evasion tactic did work but it could be costly if you got caught as the RCW has language concerning tax evasion and use more than a few times on the same vehicle in a certain time span. - mapguyExplorer

The state many choose to winter in... Arizona. I think
the fee is excessive...but I'm biased.
