I agree, this is not a problem.
You should be doing a pre tow walk around inspection anyway. If the handle is in and twisted locked...it's locked!
a gremlin is not going to jump in your bed whil your driving, twist te lock open, pull the handle, and then lift the fiver up and over the ball.
Can someone fiddle with it while you are stopped? Yes...but the operator should do a visual inspection of the rig before driving again.
