Most car/truck OEM steel and aluminum wheels are hub centric so the cone method is acceptable for balancing.
Aftermarket wheels are more often universal fit so they are lug centric. The face of a steel wheel will usually have the center hole punched in the blank before welding into the barrel. The center hole is often close but not usually perfect. Vs on an aluminum wheel the hole will be trued up on a lathe when the casting is cleaned up.
