I had the same problem and controller as you. I thought the controller was going bad. Replaced the controlled and the problem didn't go away. I did find my problem after pulling the brake drums. One of the wires had a worn spot and would short out while traveling. It would only touch from time to time. The worn spot was hard to see you have to look closely at each brake wire. This is the wire going to the magnet. It can rub on the parts of the brakes.
