If the trailer were to come unhooked the cable pulls a plastic key out of the breakaway switch which causes the brakes to come on and stay on till the key is reinserted. I loop mine over a pin on the hitch.... if it's unhooked when I reach my destination I'm happy cause then I have one less thing to unhook.
