In a case of common sense I would agree that it should be included, but it is neither a 5th wheel or a camp trailer exactly. I would talk to the commercial boys at the scales to be sure or just continue to take your chances.
If it is included as a camper, then just a simple restriction 41 endorsement on the class c would cover it!:)
My FIL used to work at the scales and I seem to remember him telling me LQ Horse trailers fell into the commercial area.
