My FIL used to work at the scales and I seem to remember him telling me LQ Horse trailers fell into the commercial area.
I imagine if the LQ trailers have the Ranch/Farm name on the side of the trailer they may get looked at just like the weekend race guys were getting tagged a few years ago.:C
