To the OP, why not get a fifth wheel toy hauler under 15,000 pounds GVWR or a bumper pull that is 9990 pounds GVWR (just under 10,000)? If you are in the market for a new toyhauler that might be easier.
OP: You're getting lots of bogus info from folks from other states, as well as CA.
DON'T call the scales or CHP..:S
The "over 10K" for bumper pulls requiring a NON-Commercial Class A has been in effect for years!

Find a trlr manufacturer (someone who builds race car haulers, etc.) to officially downgrade your weight to 9999.
The asking is free - no harm, no foul if answer is negative.
Be polite, if one turns you down - keep looking!

My BIL had one custom built - and of course, the rating is "four 9s", as above.
(Been towing with that for LOTS of years, and IMO, he's "probably" way overweight, LOL!)
Then all you need is a Class C...:C
5th wheel over 10K to 15K requires the 41 endorsement, which is a very simple test & *no* driving.
BTW - names which look *anything* like a business - or a race team (even if it's only for trophies) are a RED FLAG for the CHP at the scales.....and you *will* have to prove you're not doing same for profit or a trophy = *Commercial*......including sponsor stickers on whatever you have inside.
Soooooo - blank sides on any enclosed trailer is the ONLY way to go!
