If you're seriously thinking of changing out springs, axles, etc, to get a higher CCC, then you should buy the later model year. By the time you spend all the time and money, you'd probably be ahead to buy the later model.
What does the company say? Unless you have the ability to compare the actual units side by side, you pretty much have to rely on what the builder says about frame strength. OTOH I can't imagine a couple hundred pounds would make much difference, a thousand pounds might.
