I am not sure if I understand your problem, but I will take a shot at it.
First of all, you probably have an OPD valve on those new tanks.

They have a tendency to shut down if turned on incorrectly.
My first experience with this valve was similar to yours. Here is what I did:
1. Ensure all appliances are turned off, so there is no draw of propane whatsoever.
2. Turn the tank off
3. Turn the tank on by "ever so slowly" and I mean SLOWLY turning it on.
If you place your ear to it, you should hear the gas start to flow. All should work then.
