People gripe because an unelected and unaccountable board is making random laws that do not fix the stated problems. Being said I agree that modern Carb restrictions on motor vehicles have resulted in huge benefits to air quality; the problem is that the board now, having picked the low lying fruit, is focusing on random "polluters" that will have a negligible impact on air quality.
I would venture to say the OHV market is very large in California. I would also venture to say those vehicles are used more often than other parts of the country due to the favorable weather year round. So I personally do not think that market are random polluters. Again-32 million people live in the state. All numbers must be taken in to consideration. Have you been out to Glamis on a given weekend? It's easy to see why DEF is now required with those mega diesel trucks hauling mega towhaulers loaded with OHV toys. C'mon it's like a small town out there in Glamis on a nice weekend!
