Level of fresh water tank has NOTHING to do with that check valve.
It is there to prevent water from squirting out the side of your RV when using the on-board pump.
It is just a plastic plunger/spring/o-ring assemble......city water pressure pushes it open. Spring pushes it closed when you turn off city water supply.
Pump discharge pressure forces it closed when using pump.
On-board pump has an internal check valve to prevent water from backflowing thru pump when using city water supply.
City water and pump discharge are connected.
