There's no liability on the dealers part if they sell you a trailer that is too heavy for your tow vehicle. That's your problem, not theirs. It could be argued that their policy to refuse to sell before "verifying" your tow vehicle places some liability on them if it turns out they erred and an accident or other claim relating to an improper tow vehicle is filed.
