I think so too, except possibly the tires. If they are OEM 17", they are probably only rated for 3,195# x 2. The axle is no problem - same one they put under a 3500 SRW.
But OP asked about all specs, and I don't see any way to stay under the GVWR of 10k#, which is the highest rating a 250/2500 series truck is allowed to have.
On the other hand, not everyone loads their trailer up to full GVWR. I know I don't.
