I agree, most front caps are molded fiberglas just like fiberglas boat hulls and are not subject to delamination. Some units also use molded ABS caps, but again they won't delaminate. Maybe the front cap was really replaced for some other reason. There are some low end units have front caps with flat fiberglas sheeting that is curved in place. These use wood backer board and studs and will be subject to water damage.
Regardless of type of front cap, it may have been removed to allow repairing the sidewalls. You should inspect inside and outside of the trailer carefully. Pictures plus year, brand and model would be helpful in getting more useful feedback.
