Dana is right they both go to the lug. FYI when our trailer was built I believe the bolt holding the lug on was over tightened on our trailer. Two years after we bought our trailer while traveling at sundown I noticed we had no lights on our trailer. The head of this screw was gone and the lug had fallen off. Of course it only took me two hours in the dark to find it and a vice grip solved the problem for the night.
